February 2024

February 15: 2-Week Look Ahead

Below are the major construction activities scheduled for 2/19/24 through 3/01/24:

  • 2/22/24 – Concrete Pour. Smaller pour without traffic impacts.
  • 2/23/24 – Concrete Pour. Smaller pour without traffic impacts.
  • 2/28/24 – Concrete Pour. This will be a larger pour requiring traffic control. Traffic control set up will start no earlier than 6:00 am and work will commence no earlier than 7:00 am.
  • 2/29/24 – Concrete Pour. Smaller pour without traffic impacts.
  • 3/1/24 – Concrete Pour. Smaller pour without traffic impacts.

February 1: 2-Week Look Ahead

Below are the major construction activities scheduled for 2/5/24 through 2/16/24:

  • 2/9/24 – Concrete Pour. This will be a smaller pour and not require major traffic control setups.
  • 2/14/24 – Concrete Pour. This will be a larger pour requiring traffic control. Traffic control set-up will start no earlier than 6:00 am and work will commence no earlier than 7:00 am.

Courtyard Building

The Plant Construction team achieved a huge milestone by installing the tower crane in early January. This will help make deliveries of materials more efficient and reduce the need for cranes parked on the street. Waterproofing activities are ongoing with the team focusing on continuing the installation from the foundation and basement level to Level 1 walls. Shotcrete installation is anticipated to start in mid- to late-February at the basement and Level 1 areas. Concurrently, the team will work on forming and pouring of the cast in place areas at various locations of the basement and Level 1 as the foundation work continues.

 

Rebar installation is progressing at the concrete columns at the portico location.

 

Tower crane is installed.

The rat slab at the northwest corner is poured with installation of the north foundation wall formwork and rebar progressing.

 

Rebar installation is on-going at perimeter Courtyard walls.

Construction Look Ahead

Over the next three months, the following construction activities will take place:

  • Completion of vertical waterproofing
  • Installation of shotcrete at the basement, Level 1, and Level 2 walls

Please note the following closures during the construction duration. Items will be removed, once unapplicable.

  • As of mid-December 2023, the installation of the temporary power system is complete. This milestone allows for the removal of one of the two generators used for the project. The remaining generator will be located behind the construction fencing on Lake Street. This generator will operate during the construction hours of 7:00 am to 6:00 pm.
  • As of December 12, 2023, all the parking spaces immediately adjacent to the project along Arguello Boulevard will be designated for the project’s operations, 24 hours, and 7 days a week for the remaining duration of the project.
  • As of June 12, 2023, four (4) 90-degree parking spaces will be available to the neighborhood on 2nd Avenue throughout the duration of the project. These available parking spaces will be demarcated via signage.
  • As of June 12, 2023, the remaining parking spaces along 2nd Avenue towards the retaining wall dead end will be designated for the project’s operations.
  • As of June 12, 2023, all the parking spaces immediately adjacent to the project along Lake Street will be designated for the project’s operations, 24 hours, and 7 days a week.
  • As of June 12, 2023, a portion of the parking spaces immediately in front of the main sanctuary along Arguello Boulevard will be designated for the project’s operations. January 2024

January 18: 2-Week Look Ahead

  • 1/26/24 – Concrete Pour. This will be a larger pour requiring traffic control. Traffic control set-up will start no earlier than 6:00 am and work will commence no earlier than 7:00 am.

January 8: 2-Week Look Ahead

Please note a slight revision to the two-week lookahead due to a delay to our tower crane erection. Below is the revised schedule for this week and next:

  • 1/9/24 – Concrete Pour. Completed.
  • 1/11/24 – Tower Crane Erection. This activity will require traffic control. Traffic control set up will start no earlier than 6:00 am and work will commence no earlier than 7:00 am.
  • 1/17/24 – Concrete Pour. This will be a larger pour requiring traffic control. Traffic control set up will start no earlier than 6am and work will commence no earlier than 7:00 am.

First off, the construction team would like to apologize for the noise disturbances over the last couple weeks, particularly without prior notice of some events.  We are working with our construction team and subcontractors to find a way to best reduce the early morning disturbances as much as possible and wanted to provide you all with the same update.

  1. We have spoken with our traffic control team, and they will not begin any setups for the project traffic control until 6:00 am moving forward. This setup will be occurring primarily on concrete pour days*. (The setups are not construction per se). We will work with the Congregation to send monthly (or bi-weekly) updates on these concrete pour dates. In the meantime, below is a summary of construction activities that will require traffic control this coming week.
    1. 1/2/24 – Concrete pour. Traffic control setup will start at 6:00 am.
    2. 1/3/24 – Mobile Crane for rebar delivery. Traffic control setup will start at 6:00 am.
    3. 1/5/24 – Tower Crane erection. Traffic control setup will start at 6:00 am.
  2. We have spoken with our traffic control engineer and reiterated that our project is located in a residential neighborhood and that they need to take greater care to perform their early morning work as quietly as possible.
  3. We will evaluate the possibility of pushing traffic control setups to later in the morning on future, smaller concrete pours.

Again, we apologize for the disturbances the project has caused and we will continue to do everything we can to mitigate these as much as possible moving forward. We will send out another email with a list of January activities by the end of next week.

*Additional Information on Set-Up / Concrete Pours

Concrete work has commenced and will continue through the end of October of 2024.
On concrete pour days (as well as during the tower crane erection on 1/5/24), traffic control measures will be put in place that will reroute traffic on Arguello, Lake St., and 2nd Ave.

Per the SFMTA issued Special Traffic Permits (STPs) site traffic control must be in place prior to the permit start time (typically permits last 12 hours and start at 6:00 am). Normally this would mean that the traffic control team will need to start setting up as early as 5:00 am on the morning of the concrete pour days. However, we believe we can begin at 6:00 am.

This set up includes placing temporary lane striping, signs, and cones on and around the site. This work will be done in a quiet manner but will involve a group of laborers working on the streets surrounding the construction site prior to 7:00 am. Noise will be kept within the limits set by the City Noise ordinance for work occurring prior to 7:00 am. Note the noise this morning appeared to be related to equipment backup alarms, which should not occur prior to the normal 7:00 am start time for normal construction activities.

Courtyard Building

The Plant Construction team has been diligently working on various activities to ensure the project moving forward despite the inclement weather conditions. Excavation and soil off-haul work is largely complete as of the middle of December. The cleared northeast corner of the site is now ready for subsequent construction phases. The waterproofing membrane installation is well underway, with the team completing select areas of the system to place concrete mat slab sections, specifically at the elevator pit and the basement foundation footings. Installation of the tower crane foundation is nearing completion with the crane placement anticipated during the first full week of January.

Temple House

No update on the Temple House for this reporting period.

PG&E Temporary Power Infrastructure

PG&E completed their installation of the temporary power service to the site. The temporary power system provides the necessary electricity for tools and equipment, allowing the construction team to operate more efficiently. This milestone also allows for the project to decrease the number of generators on site.

  • As of June 12, 2023, four (4) 90-degree parking spaces will be available to the neighborhood on 2nd Avenue throughout the duration of the project. These available parking spaces will be demarcated via signage.
  • As of June 12, 2023, the remaining parking spaces along 2nd Avenue towards the retaining wall dead end will be designated for the project’s operations.
  • As of June 12, 2023, all the parking spaces immediately adjacent to the project along Lake Street will be designated for the project’s operations, 24 hours, and 7 days a week.
  • As of June 12, 2023, a portion of the parking spaces immediately in front of the main sanctuary along Arguello Boulevard will be designated for the project’s operations. December 2023

Courtyard Building

Plant Construction is complete with all shoring and underpinning activities within the Courtyard building footprint. The drilling of tie-back rows is also complete as of the end of November. Installation of the waterproofing and concrete slab activities at the elevator pit and basement footings will take place during December. The tower crane foundation will also be installed. Digging and off hauling of soil is continuing with daily trucking.

Temple House

No update on the Temple House for this reporting period.

PG&E Temporary Power Infrastructure

Installation of the temporary power infrastructure is progressing with work anticipated to be complete during December. This will allow for reduced use of generators on site starting in January 2024.

Construction Look Ahead

Over the next three months, the following construction activities will take place:

  • Temporary power energizing
  • Waterproofing installation
  • Concrete slab on grade installation
  • Installation of the tower crane

General Construction Notes

  • Generator refueling happens daily, including Sundays on 12/10 and 12/17. After 12/17, power will shift to temporary electrical power.
  • Plant will continue to comply with all city noise ordinances throughout construction which is currently scheduled to wrap up Summer of 2025. Noise generating activities will be ongoing throughout construction.
    • Over the next several months, the structural work will require:
      • A large, noisy air compressor be used for concrete and shotcrete applications
      • Metal hammers being used to assemble concrete formwork
      • Pumping concrete
      • Connecting steel (also hammering metal but with bigger hammers)
      • Cutting metal decking (cutting of metal to occur)
      • Loud communication for crane signaling and usage of air horns to warn of overhead loads
      • Other typical construction noises
    • Once structural work is complete, Plant will be working both inside and outside. The inside construction shouldn’t be too impactful, but the outside construction includes:
      • Scaffolding work which is more metal on metal hammering
      • Street work which is breaking concrete road base and demolition of existing sitework. Expect a loud “jackhammering” noise during this activity
  • Holiday Schedule: There will be no construction on Christmas Day 12/25/23 and New Years Day 1/1/24

November 2023

Courtyard Building

Plant Construction has completed underpinning and shoring activities at the Arguello Boulevard and Lake Street perimeters of the site to support the existing façade of the Courtyard. Digging and off-hauling of soil is continuing with daily trucking. Shoring and underpinning activities along the north perimeter are nearing completion.
The drilling of tie-back rows started during the middle of October and will continue into the November period. Typical construction noise will continue.

Temple House

Soft demolition of interior partitions inside the Temple House is nearly complete. Plant Construction will next begin laying out new wall locations and start mechanical, electrical, and plumbing rough-in inside the building.

PG&E Trenching

Plant Construction is complete with the underground work at the east side of Arguello as well as the trenching across Arguello Avenue to the west side. Installation of the temporary power infrastructure at grade will be in place at the beginning of November. This will allow for reduced use of generators on site starting in January 2024.

Dirt removal is progressing along the east perimeter of the courtyard, with staging and prep work of the tiebacks progressing along the west perimeter.

 

Sanctuary underpinning is ongoing. Beams have been placed with the second underpinning pits complete at the northwest corner of the Courtyard.

 

Tieback installation is progressing at the southeast corner of the Courtyard.

 

Temporary weather protection is in place due to the onset of the rainy season.

October 2023

On Saturday, October 28, we are installing equipment necessary for PG&E at the corner of Arguello and Lake Street. Trucks will be parked in the white zone at the corner and work will occur from approximately 8:00 am – 3:00 pm.  Although we’re allowed to do work on Saturdays, we have chosen not to do so unless necessary. This weekend is one of the few weeks when it is necessary.

Beginning Tuesday, October 10, PG&E (through a contractor) will begin trenching across Arguello Avenue to install conduit for the Congregation’s temporary PG&E power. The trenching will start at the PG&E vault on Arguello in front of 3999 Clay and 154 Arguello and run diagonally across Arguello to the white loading zone in front of our project.

This work is planned to take ten (10) working days and will be completed by the end of day on October 23, 2023, but there is always a chance of discovering unforeseen conditions underground that could extend the duration. Those at or near 154 Arguello will be impacted from going in and out of their driveway between 7:00 am and 5:00 pm. The contractor will be prepared with trench plates to help get cars across the trench, but getting a trench plate in place can take up to 15 minutes. While we aim to wrap up by 5:00 pm each day work is allowed until 8:00 pm if necessary, without additional permitting or prior notice.

The contractor will also offer those who are affected a parking spot across the street if that is helpful. Some lanes of traffic on Arguello will be impacted during the work, but the street will not be closed completely.

September 2023 

Courtyard Building

With the historic material salvage completed during the prior period, Plant Construction concentrated their efforts on isolating the Courtyard building from the Sanctuary and removing the existing courtyard. The exterior facade of the Courtyard building is structurally braced and will allow for the project team to progress with underpinning and shoring to support the facade during excavation. Noisy demolition will continue until around September 15th.

Temple House

Demolition of the interiors is progressing at the Temple House and will continue during the September period. The project team will focus their efforts on Level 4 of the building in preparation for asbestos abatement, demolition, and removal of the interior walls.

Removal of demolition debris is ongoing at the Courtyard.

  • The Lake Street generator will be in use from 7:00 am – 6:00 pm on weekdays, and when the Congregation has evening or weekend events, including religious services on Friday evenings and Saturday mornings. While on most days, use of the generator will cease at about 6:00 pm, we are providing neighbors with more specific information below about when the generator will be in use. We are looking at all upcoming activities with the goal of limiting hours if feasible and will post more soon.

    • Sept. 8: Shabbat Servies 7:00 am – 7:30 pm
    • Sept. 9: 7:30 am – 2:00 pm
    • Sept 10: No generator
    • Sept. 11: 7:00 am – 7:00 pm

August 2023

Plant Construction has installed the protective pedestrian canopy at the perimeter of the project site and will adjust it as necessary to continue to provide safe pedestrian access around the site. Salvage and preservation are complete for many of the historic items in the courtyard that will be reinstalled at the end of the project including the brick roof tiles, travertine steps and flatwork, historic light fixtures, and the courtyard fountain. Many of the existing steel windows and doors were also salvaged for reuse off site. The historic façade will remain in place, and the façade columns on Arguello that were removed for construction access will be put back later in the project. Structural demolition and removal of debris at the Courtyard Building is progressing. Although originally anticipated to be completed by the end of August, it is now expected to be completed toward the end of September.

The Lake Street generator will be in use from 7:00 am – 6:00 pm on weekdays, and when the Congregation has evening or weekend events, including religious services on Friday evenings and Saturday mornings. While on most days, use of the generator will cease at about 6:00 pm, we are providing neighbors with more specific information below about when the generator will be in use. We are looking at all upcoming activities with the goal of limiting hours if feasible and will post more soon.

The generator is scheduled to remain until the end of this year, as it is needed until PG&E installs the full temporary power transformer on Arguello Street. [Note, we are working with PG&E to expedite the installation. We are also working to reduce the hours we use this generator outside of construction by narrowing our operational hours].

A second generator will be located inside the interior courtyard of the building and will operate 24/7. This generator will support the operations of all fire and life safety equipment for the building for approximately the next two months.
    • As of June 12, 2023, four (4) 90-degree parking spaces will be available to the neighborhood on 2nd Avenue throughout the duration of the project. These available parking spaces will be demarcated via signage.
    • As of June 12, 2023, the remaining parking spaces along 2nd Avenue towards the retaining wall dead end will be designated for the project’s operations.

Temple Emanu-El Site Logistics Plan

 

July 2023 

Construction is well underway at the Temple House and the Courtyard buildings with the General Contractor wasting no time on erecting the perimeter security fencing. Behind the fencing, work to salvage and protect the historic bronze gates, travertine steps, fountain, roof tile, and other miscellaneous historic elements is near completion.   

As of July 10, 2023, two generators will be used as part of the construction work. One generator will be located near the southwest corner of the property on Lake Street. This generator will operate only during the construction hours of 7:00 am to 6:00 pm. In addition, on a temporary basis, this generator will be operated on Friday evenings and Saturday mornings for Shabbat services until we obtain a new electrical connection from PG&E. We anticipate this happening by the end of December 2023.

A second generator will be located inside the interior courtyard of the building and will operate 24/7. This generator will support the operations of all fire and life safety equipment for the building for approximately the next two months. 

The temporary hot water heaters parked on 2nd Ave, which will be heating the Main Sanctuary, will also be in use for Friday evening and Saturday morning Shabbat services. They will be turned on around 7:00 am Saturday mornings and will be in use for the duration of construction.

Structural demolition in the Courtyard Building is targeted to start around July 24th and will create additional noise as the concrete structure is broken up and removed for about four weeks. 

 

 
 

The shoring is in place in anticipation of the fountain removal at the Courtyard.

Removal of the travertine steps and the brick paver system is progressing.

The original Temple Emanu-El cornerstone from 1864 will be reinstalled on-site once the construction is complete.

 Construction Look Ahead

Over the next three months, the following construction activities will take place: 

  • Demolition of the interior of the Courtyard Building 
  • Shoring of the existing Courtyard façade to remain 
  • Excavation under the Courtyard for the new building 

General Construction Notes 

Please note the following closures during the construction duration:  

  • As of July 10, 2023, two generators will be used as part of the construction work. One generator will be located near the southwest corner of the property on Lake Street.   • As of June 12, 2023, four (4) 90-degree parking spaces will be available to the neighborhood on 2nd Avenue throughout the duration of the project. These available parking spaces will be demarcated via signage.  
  • As of June 12, 2023, the remaining parking spaces along 2nd Avenue towards the retaining wall dead end will be designated for the project’s operations.  
  • As of June 12, 2023, all the parking spaces immediately adjacent to the project along Lake Street will be designated for the project’s operations, 24 hours, and 7 days a week.  
  • As of June 12, 2023, all the parking spaces immediately adjacent to the project along Arguello Boulevard will be designated for the project’s operations, 24 hours, and 7 days a week.   
  • As of June 12, 2023, a portion of the parking spaces immediately in front of the main sanctuary along Arguello Boulevard will be designated for the project’s operations. The northern most 73’-0” of parking will only be permitted for the project starting on June 15, 2023, during Monday to Friday, 7:00 am to 6:00 pm only.

    In spring of 2023, as Emanu-El prepared to embark on a transformative renovation of our beloved building, we asked our congregants and neighbors to share their memories of the spaces that are being transformed.

    Congregant, former employee, and volunteer temple historian Judi Leff asked for your help, and you answered! We loved hearing, seeing, and collecting your memories. In May, 2023, Judi created this presentation celebrating Emanu-El’s historic building as we enter this joyous period of renewal.
